The Large-Scale Residential Development Bill was created to eventually replace the Strategic Housing Development Bill, and also aims to fast-track the planning decision process, and lead to the faster delivery of housing.

The LRD process covers projects with 100 housing units or more, student accommodation with 200 bed spaces or more, or a combination of both. It’s a three-step process — a pre-application consultation, planning application stage and an appeal stage. While the SHD process is a direct application to An Bord Pleanála, the first two stages of the LRD process are carried out by local authorities, and if needed, An Bord Pleanála oversees the third stage.

Developers must publish a website with all relevant planning documents and architectural drawings, and Matrix is the leading agency in Ireland for creating these websites. 5 quick steps to your new LRD site:

Week 1:

  • Step 1:

    Choose your favourite design from our pre-built templates, then we prepare a secure, gateway-protected clone version of the new SHD site. We share the URL and password in a Privnote that self-destructs after you read it.

  • Step 2:

    Once you supply CGI images and homepage text, we import these assets. We make sure your site is easy to follow, with intuitive navigation buttons and menus.


Week 2:

  • Step 3:

    We add your PDF files to the reference section, so members of the public can easily find all the information about your application. You will be included in an ongoing QA process, adding feedback as part of our internal review.

  • Step 4:

    We will make amendments based on the QA process or your change requests. The site is then signed off when you’re 100% satisfied with its design and functionality.

  • Step 5:

    Matrix QC process before the site goes live. When the site is launched, we will be available for post-live support and updates if required.
